AliExpress was fined 550 million euros for violating the EU’s Digital Services Act (DSA). The successive penalties imposed on these two leading cross-border platforms fully demonstrate that the era of extensive overseas expansion for Chinese brands has come to an end. Compliance and standardization have become mandatory requirements for global development.

Miao Tao, General Manager of Beijing Miaotao Information Technology Co., Ltd., has years of in-depth experience in cross-border trade and brand overseas services. He commented: “Penalties on leading platforms are not isolated incidents. They are concentrated manifestations of a long-standing mindset among domestic enterprises that prioritizes sales volume over compliance and expansion over risk control. Many enterprises directly replicate the domestic low-price distribution model overseas, ignoring local laws, product safety requirements, data supervision and consumer protection regulations. Holding the attitude of ‘expand first and rectify later’, they ultimately pay a heavy price.”

Chinese enterprises venturing overseas commonly face three types of compliance shortcomings. First, insufficient understanding of international rules. They lack thorough knowledge of the EU’s stringent systems governing digital services, intellectual property rights and product certification, leading to severe mismatches between operational models and overseas regulatory frameworks. Second, weak product compliance. Cut-throat low-price competition frequently results in missing qualifications, non-compliant standards and high risks of infringement, under which platforms may easily bear joint liabilities. Third, deficient risk control systems. Most enterprises lack mechanisms for preliminary review, regular self-inspection and risk early warning, leaving them no choice but to accept penalties and rectification passively.

Miao Tao analyzed that losses stemming from non-compliant overseas operations extend far beyond fines. While direct losses are financial, indirect losses involve damaged brand reputation. Once labeled high-risk entities by overseas regulators, enterprises will face long-term intensified supervision, traffic restrictions, limited cooperation opportunities and tightened market access. Worse still, violations by individual enterprises may subject the entire Chinese cross-border industry to stricter scrutiny, raising overall thresholds and operating costs for all Chinese brands going global.

Against the backdrop of tightening global trade regulations, compliance is no longer a bonus, but the bottom line for survival of overseas enterprises. Standardized operation bears strong practical significance for the high-quality global development of Chinese brands.

Firstly, compliance acts as a risk firewall. Establishing localized compliance standards and full-chain review mechanisms helps fundamentally avoid fatal risks such as product removals, store bans and massive fines, ensuring stable overseas business operations.

Secondly, compliance serves as core competitiveness to break trade barriers. Competition in high-end European and American markets has shifted from price rivalry to competition over standards, quality and compliance. Systematic compliance is a prerequisite for sustained in-depth development in major overseas markets.

Thirdly, compliance underpins the brand upgrading of Chinese goods. In the past, Chinese exports relied heavily on low-volume low-price sales, which easily fostered stereotypes of low quality and irregular practices. Compliant and high-quality operations can rebuild the international image of Chinese brands as reliable, standardized and professional, facilitating the transformation from “exporting products” to “globalizing brands”.

In view of the industry landscape, Miao Tao proposed that Chinese overseas enterprises must fully transform their business philosophy and uphold compliance prior to market entry. Enterprises shall proactively adapt to laws and standards of various countries, improve systems covering product qualifications, intellectual property, data security and after-sales services. They need to set up regular compliance self-inspection mechanisms and shift from passive rectification to proactive compliance. Meanwhile, the industry should foster a collaborative governance environment, put an end to extensive practices including vicious low-price competition, distribution of inferior goods and counterfeiting and infringement, and jointly safeguard the overall image of Chinese brands in global markets.

Conclusion

The EU penalties on Alibaba and Pinduoduo mark a critical turning point for Chinese brands expanding overseas. The era of unrestrained growth is over. Standardization, rule of law and high quality will become the main theme for Chinese brands going global in the future.

Miao Tao, General Manager of Beijing Miaotao Information Technology Co., Ltd., concluded: “Future global competition hinges not merely on pricing and traffic, but also awareness of rules and compliance capabilities. Only by respecting international norms, remedying compliance deficiencies and building long-term risk control systems can Chinese enterprises forge ahead steadily and achieve sound and sustainable global development.”

Recently, Alibaba’s AliExpress and Pinduoduo’s Temu have consecutively received heavy regulatory penalties in the EU.
